bring back "submit talk" button on home page #54

spinned off from #52 , removed submit talk button because i dunno where to put this. but we hope to:

bring it back to home page
put is somewhere very visible but do not block main content (maybe upper right corner? inside header?)
we can put a bit of legend to encourage people to talk, maybe #learnInPublic? iono, completely open
