Actions to select based on mouse cursor

From an email:

I am trying to build an action and I'm missing a few components to finish it off. The action is
designed to remove anything thats under the mouse.

What's missing:

1. Select- track under mouse ( I know there's one in there that does this but not in the way I
   require. Currently it selects the track with the mouse being any where in the tracks lane. I would
   like one that selects a track only if the mouse is over the track in the "tcp")
2. Select/ delete- take under mouse
3. Delete/ select- point under mouse

Whether it's delete or select doesn't much matter, it's easy enough to add another action to
remove selected pieces.

These features are going to be tricky, so setting these to low priority for now.

With new mouse stuff in BR_Util.h this shouldn't pose a problem anymore.
Will see what can be done...changing the owner
