Support 'tar' xattrs (--xattrs --xattrs-include='*.*') by default when possible #1411

As many Linux distributions nowadays enable xattr and acl by default
ReaR should also support that for 'tar' by default - but only
when possible because older 'tar' does not support that.

Regarding older 'tar' does not support that, cf.
#1390

I got the issue with backup/restore debian8 (ping and other tools uses Linux Capabilities which were not restore)
