This PR:

Moves the existing CRA+TS template into a packages/cra-template-redux-typescript folder
Copy-pastes the existing CRA+JS template from https://github.com/reduxjs/cra-template-redux into packages/cra-template-redux
Temporarily disables the existing CI jobs until I can figure things out further
Adds a new README with some basic details
