feat: Rework Dashboard for Monitoring and Mailer Stats #14

Dashboard page now looks like:

Consolidated trance and span cells into monitoring
Use bar list to show proportion of stat/metrics. If we add more metrics to these categories it will be easier to update as the data can be appended vs taking up lots of real-estate with multiple cards
2 column layout for readability
