Rules files should reflect the rules established by the format national bodies.
For MARC21, rules are paired to:

For UNIMARC, rules are tied to IFLA:

Local rules should not be included in these sets. Likewise, rules tied to specific implementations (like OCLC's community rules) should not be included.
