Summary

in alignment with cosmos/cosmos-sdk#10514, we should refactor the ecocredit module away from using params. This would likely happen after #723 is merged.

we should also remove the ClassSequenceStore and use the num_classes in the CreditType parameter.

This functionality is contingent on v0.46 of the cosmos-sdk
