Using /usr/bin/python in the shebang causes the pre-commit hook to use the system Python, which does not necessarily have the dependencies. This change allows the script to function as expected in a virtualenv.
Currently, no RHEL 8 E4S content is available on RHUI, but it is needed for the same reasons that RHEL 7 E4S content is available.
