Release 1.0.0

Version 1.0.0 does not have any changes from the prior release,
but is being made for two reasons:

- This library is already used in production, so to comply with
  our general intent of using SemVer for libraries, the version
  should be >= 1.0.0 to indicate a stable API.

- Verify that automated releases are working correctly.
