Issue Description

System should able to handle multiple disaster situations.

Description of the disaster and summery.
Ability to find specific requests, donations and everything
Volunteers, organizations should not hardly couple in to disaster.

disaster_code is consist of disaster_id/type, year, month
disaster_table (disaster_id, disaster_types, description, status)
