Fatal error trying to run exe #12

Trying to run the 3.1.222 exe from the /dist folder.
Windows 10.

I get a dialog box that says

"Fatal error"

"Failed to execute script Lic"

Am I missing something?

The only 32-bit operating system Windows Seven and below is supported .
