In support of new cog-bases work this workflow will build the base images. The workflow is limited to work on the WIP branch `cog-base-images` and does not push to the registry. Once the `cog-base-images` work is merged to main this workflow will be updated. Additionally, this is intended to be exclusively a manual dispatch.
