Metapackage history is almost ready to use, some prerequisites left before enabling it for production use:

Rework metapackage history (#535)
ba57996 
- Merge metapackage state into metapackages table (fixes #543)
- Add "history ended events" (fixes #540)
- Use true version comparison to not treat version format fluctuations
  (e.g. addition of `1.0.0` to `1.0`) as version updates
- Handle devel and newest versions indeprendently

Well I guess I'm finally satistfied in how it works. The last issue is still there, but it's being tracked.
