Add fast links to package of specific state

On metapackage/versions and metapackage/packages pages, the common usecase is to look up the details of a package of certain state (e.g. the newest one). It would be useful to add a quick links at the top.

Alternatively, implement a javascript sidebar which is always in the view allowing to cycle through instances of specific states (e.g. through all newest versions) maybe also repositories or repository families.
