Broken link to subtitle if it has accent marks

Basically what #1873 says.

In my project, the #1949 fix is present, but it only works in browsers: Firefox and Opera.

When using Chrome or Edge, the problem persists. I tried commenting on the old issue page, but I think since it's closed it doesn't pop up to the bugs page.

To talk about the problem here again:

When using a link to direct to a Heading, and it has accents like: 'ã-á-ô-ü' and the likes, the link doesn't work and just opens the page but doesn't scroll to the heading.
