This PR contains three things.

  1. First, it adds the "👀 needs triage" label to all issue templates so that we can more quickly find user reported issues.
  2. It fixes the bug label (should be "🪳 bug")
  3. It adds a new issue type: "Annoyance report. Let me know what you think about this one. I like it but it isn't obvious we should keep it.
