It adds a new macro,
REST_MakeMetadatathat can be used to create a template metadata class.It disables Garfield from ctest pipeline to fix the pipeline. Fix should be done in an independent PR.
It fixes a problem with basic-readouts pipeline due to submodule not being pulled
