2FA Not prompted while login in

Describe the bug
While 2FA is enabled the user is not prompted with the 2FA login page. User is able to login directly without 2 Factor Authentication.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'APP SETTING'
2. Click on 'EMAIL' Checkbox in the security Section.
3. Scroll down to 'Save' Button and click save.
4. Change IP by connecting VPN or changing the Network.
5. Login to the application
6. See the issue

Expected behavior
After the User changes the Network user must be prompted with 2FA while login in.

I have Tested the 2FA flow in the sipshucksip.com and everything seems to be working as expected.

this is a problem that comes up on the public / root schema. Observed on sanjaysinghal.com as well: #1499 (comment)
