This hides the 'View'Show toolbars' menu item when the shift key isn't pressed in order to reduce the likelihood of accidental selections of the command.
This adds a note under the 'Show toolbars' option in preferences to tell people to make sure they have another way of accessing preferences if they decide to hide the toolbars.
