bug: android 13 / oneUI 5 partially breaks youtube background playback

Bug description

Youtube cannot initiate background playback if miniplayer was present after leaving the app.
(If I leave the app and close the miniplayer, the notification to control playback will be there, but it will be broken.)

This does not affect YouTube music.

Steps to reproduce

1. Start a video
2. Leave the app
3. Close miniplayer
4. Attempt to control playback via notification

Relevant log output

Android 13 completely disables access to storage/emulated/0/android/data even to third party file explorers unless plugged into a computer.
I currently do not have access to a computer I can use to pull logs off with at the moment. I will make a new report once I can do so.

17.49.37
17.36.xx (deleted the file and can't remember the last two digits)
