fallback to gauge for protofmt-based negotiations

Fallback to `gauge` metric type when the negotiated content-type is
`protofmt`-based, since Prometheus' protobuf machinery does not
recognize all OpenMetrics types (`info` and `statesets` in this
context).

Fixes: kubernetes#2248
