Full update of xml wxfax files by rgleason and Uwe. Pavel filtering improvements also included for fast response.

Reorganized entire PassageWeather URL to be more logical,
PWx = Passage Weather renamed accordingly to save space.
Now PWx is split into six Server sections with prefix PWx Pacific, Asian Pacific, India, Amer Atlantic, Euro Atlantic
Removed all outdated URL's and all commented out material .
Outdated url and code is in a separate document attached to the wxfax thread.
Removed all blank lines for faster reading.
