Implement google cloud streaming STT

I've had to switch to mycroft from rhasspy just because rhasspy doesnt have google cloud streaming STT.
I've tried non-streaming google STT (someone posted a command for it and i made it work), but its WAY too slow, 5-6 seconds from when i've stopped speaking until the utterance is received. With streaming its around 1.5 seconds which is great.
Google STT is a must for all of us with weird languages :)

you could try my google streaming asr..

no asr does word by word yet.
