Bump subscription-manager version

The necessary API support for returning Simple Content Access mode
as part of registration data was only added in subscription-manager
1.29.23.

Unfortunately this version also contains the auto-attach regression
(https://bugzilla.redhat.com/show_bug.cgi?id=2049139), so we need
at least 1.29.24, which should have both the necessary API support
as well as the regression fixed.
