Enforcing key frames at specific frame numbers.

Would be nice if a file with frame numbers could be added which would enforce key frame at specific frames.
(So that chapters will start at a key frame and thus jumping to a chapter or splitting by chapter will be easier with the output.)

I have added new option in NVEnc 4.17 to insert key frame on chapter(--key-on-chapter), will work with --chapter or --chapter-copy.

I might add feature to set key frames from file later.

What format should the chapter file be in?

NVEnc 4.18 adds --keyfile to specify frame number which keyframe should be inserted.
