playeroverlay: menubar is no longer visible in fullscreen on windows

Windows doesn't play nice with OpenGL and menu bars, so it's easier to
just remove it in fullscreen. The hack to fix it requires setting
WS_BORDER, which creates an ugly border around the whole Window. It's
just not worth it.
