The repository module always uses common.get_default_path() to get the repo path.

I can't reproduce this. Even on Windows with spaces in the path, setting --config-dir properly sets the ccm path. I don't think the repository module is doing what you think.

See command.py lines 49 and 89 for where the config path is set.
