Add alter mv, src, table with src support for rate limit.

• Make sure that alter / risectl can actually alter the rate limit in a timely manner.
• Add alter mv support.

If cannot alter in timely manner, perhaps we need to try other ways, e.g. use channel + rpc to immediately refresh the rate limit setting.
