Module V5.0.0beta9
Vassal V3.7.12

Load a scenario.
Now open another scenario using the Scenario Browser.
Now select a deck for the game.
Notice that the cards are now missing:

Using the Piece Counts & Locations tool shows that the cards are present on the Hidden decks window when the game loads and that they get removed, as expected, when a deck is selected. It appears that the Hotkeys that initialise the game decks are failing.

Problem applies also to CCN module version 4.1.14.

Does not replicate in the analogous situation where a game is opened on top of an existing game using "File - Load Game or Log...". This reinforces the possibility that the issue is caused by the Scenario Browser.
