Dragging shapes next to toolbars #1

When a shape is dragged above or below a vertical toolbar the shape stops moving while the mouse continues to move. This also happens when dragging to the side of a horizontal toolbar.

If the mouse is released while over the non-drag zone the shape is not released from the pointer.
