2.7 Release

This is a hot fix release to make this work with 2.7, for some reason 2.7 is reporting to windows debug ui layer that it's non responsive all the time, even when it IS reponsive.

This means that the 'Hang' time out isn't able to work right now.. So I've disabled that for now.
Instead this will monitor for server time and restart the server at that time and also do a restart at a fixed hour.

It will also monitor and auto restart in the case of a crash.
