  1. Add shadow functionality for (SystemApis for) recording audio playback. 

    1. Add methods for registering (and unregistering) AudioPolicy objects with the
AudioManager to be able to record playback audio.
2. Also support ENCODING_PCM_FLOAT in ShadowAudioRecord.
