Android Versions in Robolectric.
This type will be used by both Shadows/framework (so that the CURRENT_SDK can be used inside of shadows to answer reflection questions) and in DefaultSdkProvider to fill in fields of the values of SDKs to look up.
Will also allow unreleased versions of android being developed in android gerrit to determine future release, and current SDK.
