Add a "tablesample" method to the resultset

A helper method on the resultset would be easier to use,

$rs->tablesample( $fraction, \%options )

For example,

$rs->tablesample( 20, { method => 'system' } )

Or perhaps even simpler,

$rs->system_tablesample(20);
