Repeating reboot/shutdown confirmation dialog on selecting 'cancel' #2313

When selecting 'Cancel' on both the Reboot and Shutdown confirmation dialogs, when activated from the dashboard (in reproducer), the same confirmation dialog re-appears. Subsequent cancels are then effective in properly cancelling the Reboot/Shutdown operation but a loop of 2 or 3 'repeat cancels' can sometimes be necessary.

An initial suspicion was a negative interplay with our "Please select a Rockstor package Update Channel" dashboard dialog when neither testing or stable updates have been applied. However the same behaviour was observed on the same machine after having been subscribed to testing so that the reminder dialog no longer appears. Rockstor version 4.0.8-0.

Reproduced in both Chrome and Firefox, although the bounce count/likelihood was greater in Firefox.

The OK selection in both Reboot and Shutdown dialogs is not affected by this 'bounce' bug.

Also note that in Chrome and Firefox, on higher numbers of bounce, the browser can end up not returning to the Rockstor Web-UI all-together and simply returning the home or prior visited page.

The current Rockstor Web-UI page, e.g. Dashoboard, Disks, etc, when the Reboot/Shutdown dialog is invoked does not seem to affect this behaviour.
