This program computes the apportionment order for congress using the method of equal proportions due to Huntington-Hill that is in current use as of this writing.
The program takes one parameter, which is a CSV file containing pairs of State, Population. The 2010 census data are checked in as USPopulation.csv. The output is to the console.
