Safer/Admin 2.6 Wednesday 2020/09/23

2.2.1 Only upload TEKs prior to an exposure notification for 14 days or if there is a negative test that is less than 14 days, up to that negative test

2.2.2 Upload TEKs daily after a user tests positive until a user gets next negative test result or for 10 days at most
Implement history caching.
