whats your device and ios version?

try disable developer mode, reboot, enable developer mode, reboot again.

iPad 8th gen 16.1.1 and I've tried that

try to use ts2.0.9 to enable developer mode

1: use filza to run /var/containers/Bundle/Application/.jbroot-xxxxxxx/basebin/devtest and take a screenshot

2: zip /var/mobile/Library/Logs/CrashReporter and upload to here

you may try uninstalling the bootstrap app and then reinstalling it, some users with the same issue fixed it this way.
