This pull request includes some extra Latin, Greek and Cyrillic punctuation form the Supplementary Punctuation Block

U+2E0C LEFT RAISED OMISSION BRACKET is a New Testament editorial character also used by nordicists, where it pairs with U+2E0D RIGHT RAISED OMISSION BRACKET  as per  the proposal L2/03-379
Add the New Testatment editorial characters, used for editions of the Greek text of the New Testament and proposed in L2/03-074R3
U+2E19 PALM BRANCH is a punctuation characters used by the Romans during the imperial period. See L2/06-269
Symbols for German dictionaries, editrorial paired punctuation for nordicists and latinists, and dotted punctuation used in medieval spain, all from L2/07-004

These characters are from a pre-IPA system, Paleotype. One of them was also used in by Lhuyd for Cornish. They ar from L2/09-425
