Code of Conduct on main site

We do have it here https://ropensci.org/anti-harassment.html but that's pretty buried. Maybe a link in the footer? Or a link at top of community page?

Thanks Noam. I think it is a good idea to elevate this to the home page. I will look for an organic place for it. Is the footer menu too hidden?
