Add new utility to multiplex several event-logs: client::EventLogMultiplexer.

The purpose is to replicate what the simulator does but without incurring the overhead of the simulator.

This has a slightly different interface than client::EventLogReader because there is no need to inspect metadata nor is it expected that the consumer will be consuming files that are still being produced.
