After reviewing and merging a handful of PRs today, terraform plan stalled indefinitely. It wasn't until hour 2 that GitHub Status posted an incident. Even after the incident is resolved I'm still unable to refresh status.

I will update this issue when deployment is able to continue.

Token permissions required for refresh seemingly changed and terraform provider was behaving badly handling the insufficient permissions.
