Trying to translate in French but the .po files seems ignored (English and French as well)

I would like to translate in french the theme.
Wordpress 4.6 latest version.

In wordpress/wp-content/themes/rotary-master/languages
I created a fr_CA.pot file to no effect.

I then tried to modify the en_EN.pot

However, it looks like this file is not used.

Any idea what I should do to activate the translation and translate the them for french usage?
