Create DeleteUser endpoint in Quarterdeck

Scope of changes

Created the DeleteUser endpoint in Quarterdeck to enable admin users with remove collaborators permissions to delete a user from an organization.

This is the initial work to create stub methods. There will be follow on work to do the actual implementation.
