Deletes TenantMemberList and TenantMemberCreate

Scope of changes

Deletes TenantMemberList and TenantMemberCreate from the Tenant API. An update was made to CreateUserResources so that it uses CreateMember.

Looks good to me! Do you mind also updating the documentation in postman to remove the two endpoints or creating a separate story to do that?
