A whole thing:

Create a separate view for "community questions" in addition to the curated app questions
Allow users to submit questions
Allow users to view "top", "new", or "all"
Allow users to vote on questions
Think through the voting system, whether scores get shown, etc etc
Authentication to prevent sybil attack?
