According to http://www.ietf.org/rfc/rfc2426.txt PHOTO field has to be PHOTO;ENDODING=BASE64:

Roundcube vCards contain PHOTO;BASE64. This is causing problems when syncing vCards on other devices.

vCard 2.x -> ENCODING=BASE64
vCard 3.x -> ENCODING=B
vCard 4.x -> BASE64

So, because we use v3 there should be ENCODING=B.
