writing of german translation of word 'about' is not correct

I've found a small error in the german translation of the word 'about' in /plugins/help/localization/de_DE.inc. The translator has used the HTML code for a german umlaut which is not displayed properly (raw text is shown). This should be changed to the relevant UTF-8 character.

original text: 'about'
current writing: 'Über'
correct writing: 'ber'
