Describe the solution you'd like
We can already specify the region for Cloud Run services during the deployment.
Allow us to specify the region for Cloud Functions as well.
At the moment, Cloud Functions are always created in the "us-central1" region.
This should speed things up for us, especially if the Cloud Firestore data are located on the different continent.
