As a Hub Administrator, I want to have an authority to revoke access of Research Organisation Administrator accounts, So that I can correctly manage one or more Research Organisation Administrator accounts.

We can make it more generic adding is_locked column to the user table.

added column is_locked and it's value verification during the logging in process
